Complaints Procedure
Tenderers or grant applicants believing that they have been adversely affected by an error or irregularity allegedly committed as part of an evaluation or procurement procedure, or that the procedure was vitiated by any maladministration, may file a complaint to the contracting authority. The complaint will be sent to the NI-CO Finance Director by registered mail, who will endeavour to investigate the complaint and respond within 15 working days. In case the answer provided is not satisfactory, any citizen of the European Union or any natural or legal person residing or having its registered office in a Member State has the right to complain to the Ombudsman for any instance of maladministration by an European Union member State entity. In any case any Tenderer may also recur to the exclusive jurisdiction of the courts of Northern Ireland, in any case within 30 days from the received unsatisfactory answer (informing NI-CO providing contextually a full copy of the claim).
